You have to bleed them with the heating off. Start at the top of the house (where the highist one is) You have to bleed every one in the house, This should make it ok

When you bleed the radiator, turn the boiler off and wait 10 minutes for the system to settle. If you have a combi boiler, have someone to check the water pressure is kept topped up as you bleed the rad. Then find somthing to catch the water in and open the bleed valve and let it runfor a bit until any black water turns to clear water. . The radiators downstairs need the valves to be turned down until there is even heat on the rad. Because the valves are wide open. the water is rushing through the rads going in one valve and straight through the other and not distributing the heat. As for the bedroom rad, this sounds as idf it is plumed into the hot water to the bath and basin. If it is too hot, just turn the valves down.

You appear to have a problem with the lock shield valve.
The valve that shuts down the radiator is the inlet' on the opposite side is the lock shield valve.
Try this: turn the lower floor lock shield valves off and then open them 2 full turns.on the upper floor repeat but open the valves 3 turns. Finally turn boiler to full power and vent each radiator. Good luck!!

You have an airblock and will have to contact your gas company to get it fixed.
