They did, Spain and Portugal declared all of the Americas part of Spain/Portugal. That is why most of Latin and South America speak Spanish or Portuguese. The Spanish and Portuguese were simply not able to retain control of these colonies. After the Napoleonic Wars, Britain was the major sea power and took over management of a number of these former colonies, "Napoleon put his brother on the Spanish throne". Britain lacked a real interest in the development of these colonies, and mainly concentrated no Africa, India, and China, where England was already very established and creating and reaping a high degree of wealth easily. The United States began to become a power and introduced the Monroe Doctrine with the idea that the Latin and South American Countries would develop on there own. During European powers did try but did not wish to tangle with the United States. Germany and the United States came very close to going to war in the early 1900's over German Imperial expansion into Central and South America.

The Monroe Doctrine was part of it. Yes the United States declared its opposition to the extension of European colonization in the Americas and as America grew as an economic and military power it had the means to do something about it. But probably more important are a couple of other factors. First, Britain, which was the dominant world power, did not need to colonize Latin America; it created a so-called informal empire based on economic domination (investment, trade). Any other European powers trying to colonize Latin America would have faced the joint hostility of Britain and the United States. Second, attempting to reimpose European control on parts of Latin America would have met with the resistance of Latin Americans and have been at least very costly and probably not possible. The example of France and Mexico in the 1860s is instructive.

The Monroe Doctrine!! The U.S. did say that no Country from Europe would be allowed to start new colonies in the Western World without The U.S. getting involved. Since this was put out, no European Country has tried to start new colonies in any part of North America, Central America or South America. Most of the other Countries over here did get their independents from the European Countries!!
