I think the best way to do it would be to have a system that flags an account everytime they report, then after a certain amount they review the account to see if they are reasonable violations or just people being jerks. Also seems like a better idea to block an IP address instead of the account because it is so easy to create a new one.

hasn't something else taken the 'edna phase' plase.. i think yahoo should have gotten rid of the pointless Ednas, but it won't stop immaturity. I like to be silly though.
