When people get there things put out and bypassers take from it is is stealing? Do you agree?

-Whats the difference from taking from that and "stealing" a bike left outside or a car?

Yes, it is stealing. People should be compassionate and help the unfortunate evictee instead of making matters worse by taking what little they have.
