Depends on the politician. Obama seems to speak his heart. Clinton creates issues. Kerry created issues. Gore did both.

Winning elections is top priority. If we had term limits for all politicians we would get more speaking from the heart and less show me the money.

Republicans create issues, they wouldn't get elected if they said all they were really concerned about is tax breaks for the very rich and big business.

They rarely speak their hearts. That's not where the money is.
They create issues, like the GOP did with gay marriage, for example, to conceal the fact they're robbing America blind.
