Whenever I shut comp. down then turn back on, there is a blk screen & a sml blue spot requiring passwrd. why?

Im not sure what happened, but now I am required to enter a password to even get into my windows.

You have set up your computer to ask for a password upon booting up. so it is asking for your password.
If you didn't do this then someone else with access has.
If you are the administrator of the computer, you can go into your computer and change these settings.
