i believe it would be sentence three.

one should be written: Neither my team nor Sandra's team is in the playoffs. (the word "are" is plural and the word "team" is not)
two should be written: One pair of shoes costs four dollars now. (the word "cost" does not put the sentence in the present, and disagrees with the "now")
and four should be written: The sound of the people was really loud. ("were" is used to describe something plural, and "the people", although it is multiple people, is one subject)

2. One pair of shoes cost four dollars now. //costs. It's the pair, not shoes that the verb needs to agree with.

4. The sound of the people were really loud.// the sound takes the verb, so it should be was, not were
