For the same reason that most road vehicles in, say, the Gulf are.
Cruise ships spend a lot of time in very hot regions and white best reflects heat (other than silver, of course - and that would be hazardous to other vessels because of reflective glare, not to say prohibitively expensive to apply and maintain).
Reflected heat leaves a cooler vessel which in turn greatly reduces the running costs of air conditioning. As well as reducing the risk of burns from Sun-heated surfaces.
(NB, for earlier answerer: "Titanic" was not really a 'cruise ship'. She was intended to do much what airliners do today, go back and forth, albeit between Liverpool and New York - not a particularly tropical route)

The color white has many advantages as follows: visiability, economically priced, and keeps cool in the hot sun. Especially the Caribbean and Gulf areas. I powder coat my pontoon boats white and the deck is covered with a white, rubber urethane that allows you to sit barefoot on deck in 100 deg F weather or even kick back with your legs on the gunwales or rails.
Just an FYI, there are many cruise, hydrofoil ships that are painted yellow, gray and red out there.

Well, for one, ease of being seen by others out there. Then there is the ease of cooling the ship spaces, as white reflects most of the suns rays.

I tend to agree with the other answers, but just wanted to add that the world's most famous cruise ship, (sort of) the Titanic, was not primarily white in colour, I believe it was primarily black.

Because they look good, it's cheaper to paint in one colour, white reflects the sun (cheaper to cool down the interior) and black would look really bad.
