I have used two products for this problem, and they work pretty good for me, especially since I do get oily skin from time to time.

Touch Base for Eyes- From Clinque
No smear, no fade, no creasing. Stays on until washed off. Also works as holding base for other eye makeup.

MK Signature® Eye Primer- MaryKay
Here's the perfect primer Here's the perfect primer to help you create eye looks that grab attention. This new, waterproof formula creates a foundation so your eye colors glide on smoothly and stay perfectly in place longer – without creasing or smudging. It's proven to extend and intensify eye color.

I actually use more of the eye primer from MaryKay, because I do smudge a little bit of the primer on my lashes so my mascara doesn't smudge underneath my eyes.

hold on to tissue paper.. sounds like you might have oily skin that would make the eyeliner leak.. so with that just dab off the oils and it will keep it from smearing.. and what could also be helpful is by applying loose power over your eyes after you've dont applying your eye makeup.

I don't know... but I have the same problem, so I'm marking this question.

People told me that you could try putting shadow on under your eyeliner, but that didn't work for me.

when you first apply your eyeliner you need to make sure it is not dripping down or running. try and dry it well before you walk out the door.
