I live on the ground (first) floor. My upstairs neighbors constantly wake me by walking on their hardwood floors in high heels and boots, day and night. Is there a California law that requires them to put down carpets?

The good news: the law allows for "quiet enjoyment" of your property, so if your neighbor makes consistent noise beyond what would be considered reasonable, then you have legal recourse to have the courts require "specific performance", i.e., you can make the neighbor stop the behavior.

The bad news: I don't think there's a single court that would find walking around to be something beyond reasonable - the expectation is that this is within the limit of the kinds of noise you would reasonably expect to hear from your neighbor.

That being said, I still think that you might be able to approach your neighbor nicely and explain the situation, ask in a very polite way for them to remove their shoes when home, and maybe even offer to buy them soft soles slippers. With a little humor and tact, you might pull it off. Legally, though, you're just out of luck.

Where in California do you live? I am a realtor in Santa Clarita, CA and we have ordinances within the complexes that say on the second floor you must have carpet on all floors except in the bathroom and kitchen...Do you have an HOA where you are? Check with the HOA and see if you can't get them to submit a letter to your neighbor?
