Not sure about BankChargeHell, but I think they are still going.
I recently set up a site along similar lines, after I successfully claimed my own charges back. Shows all the steps you need along with template letters you can send to the bank. The site only went live not long ago, but is already very popular and getting a lot of good feedback on it.
The sites free to use, as I wanted to help others and share all the research that I done whilst claiming my own charges back

Hi,im not sure about bankchargeshell.I am with unfairbankcharges.com its a forum theres also a chat line all information you need to get bank charges back is on there.
Hi.typed bankchargeshell group in yahoo its there.
