1. Create a "mission statement" for the goals of the new nation that addresses the rights of the citizens and the development of the goverment.
2. Create political subdivisions to answer local matters
3.Create a system of checks and balances through equalized power between the executive who runs the country, the locally elected officials who run the political subdivisions and make the laws, and the judiciary which test the powers of both against the laws
4. Create a basis for qualification for citizenship that addresses the economic and social needs of the country, One person, one vote
5. Create departments to defend the country, to help the country's economy and to build the infrastructure the country needs to compete in the world economy

No one is going to like this because I would be a ruthless dictator.
Law 1. All laws are absolute.
Law 2. All lawbreakers will be put to death.
Law 3. Thou shalt not kill.
Law 4. Thou shalt not steal.
Law 4. Thou shalt not bear false witness.
Bear in mind that the last 3 laws would have VERY broad definitions. You also did not give leway in your question to establish citizens rights.

1. Thou shalt love the Lord God and serve Him.
2. Thou shalt love thy neighbor as thyself.
3. If any offend you, go to them privately and be reconciled with each other. If they will not be reconciled, then you shall take them to the judge with witnesses for determination.
4. Any found guilty of an offense and not willing to reconcile shall be ostracized from the benefits of society.
5. Government leaders, judges, legislators, administrators, etc. shall be chosen by the voice of the people from among those found to be upstanding, honest and possessed with a desire to serve the people without any personal alterior motives.
If people would truly adhere to number two above, the others would not be needed.

#1 - Everyone is allowed to own and carry a firearm until you commit a crime with one.
#2 - Death penalty for rape or taking a life other than self defense.
#3 - Only one appeal for ANY case unless NEW evidence has been found.
#4 - Mandatory birth control for welfare recipients. If you can't afford to take care of one on your own, you shouldn't have more.
#5 - Free babysitting for single moms.
