Because men have the power in the entertainment industry, and they like looking at women. If a man in entertainment were to behave the way they did, he would be ostracized and probably accused of being either gay or a pedophile.

Men's junk isn't pretty like the ladies, and if they are flashing it from a miniskirt I think that would be a whole other issue.

Men don't wear dresses , at least none that I know. Most women don't want to see that anyway out in public, they'd think you are a perv.
