To the first answerer - I had to have 5 GCSE's to do my NVQ level 2. So surely NVQ 2 is a better qualification.

NVQ 2 is equivalent to 2 GCSEs between the Grades of A* and C - this information is available in the front of any College Prospectus

It depends on what you are using it for - it can be considered equivilent to GCSEs but also be used as entry into higher education and may count for more if it appropriate to the course applied for.
It can also be considered along with prior experience to gain entry into professions.
