1 ASP.net isn't simple and you'll probably be better off with a MS product if you insist on ASP.net 2 javascript works with all of them. Since your a beginner do a google search for free HTML editors, good luck

Best program to use by far is Dreamweaver. It is what most professionals use.
Frontpage is too amateurish and does not give you the same level of control that Dreamweaver has.

you dont need to have any software to buy a website... you need software to create a website... design a website... program a website...
you will need to register the website with domain hosting companies firrst.... and then buy some hosting space... design your website and upload the files to a ftp site provided by your domain hosting company... thats it.. your site will be up for people to visit.... all the best...
