Chinese is sure tough to translate. The characters can also mean "Nine January" and maybe "Dragon Festival 1992", and is also the Chinese name for the plant Myrsinaceae. On a whim I tried looking up "dragon fish" and found the Arowana (some species are red) and also the Violet Goby (long and snakelike). Maybe the google image search results will help you identify it.
