he dosen't like getting his little paws wet. Do you think I should blu tack some bottle tops to his feet, which might be a little noisy for him (although he is deaf) or put a condom on each leg, in the style of cat wellies?

You could try it, but he will not go for that at all. Cats do not like wearing shoes, socks, booties, sandals, snow shoes, flip-flops, or hip waders of any kind.
