I just planted a small 1/4 in diameter Meyer lemon and it is about 1 1/2 foot tall, but it is just one straight tree with no side branches. Should I clip the top of it to force side branches to start? I prefer for it too be more on the bushy side rather than tall. It is not a dwarf.

What you're referring to is called; "Heading back".

Heading back removes the terminal growth of a shoot or branch and stimulates lateral bud breaks which leads to produce a more bushy, compact tree.
