sexual tension with no intention to act on it and then when you make a move they act all like "I'm not like that"?

Because it gives one a sense of power. Granted it isn't fair.

Just to provide a different viewpoint - it's quite possible that the "sexual tension" you've experienced has been all created by you as a product of your desire; the women involved may have had no intention to "create" it at all. (Not saying it doesn't happen, but I think many people prefer to blame others for their own, unconsummated desires.)

HERE'S YOUR ANSWER: SOME WOMEN NEED TO HAVE DRAMA IN THEIR LIVES. THIS MEANS THAT THEY NEED TO FEEL LIKE THEY CAN GET ANY GUY THEY WANT AND TO PROVE IT TO THEMSELVES, THEY WILL FLIRT OBNOXIOUSLY UNTIL THEY GET THE GUYS ATTENTIONS, THEN WHEN HE SHOWS INTEREST, THEY BACK OFF.

IT'S BEST TO STEER CLEAR OF WOMEN LIKE THAT ANYWAY. THEY ARE USUALLY VERY SELF ABSORBED DRAMA QUEENS.
