I've been commissioner for three years and every year I've gotten the first pick, even though I do not set a draft order.

I had the same "problem" last year. This year I picked last in a 10 team league. Last year I picked first in football and 2 baseball leagues, and last in another baseball league. Some day I will pick in the middle of the draft, hopefully.

I have been a commish in Yahoo for 6 years now..
Your answer is dual:
1) No, the commissioner does not recieve the 1st pick IF your settings are for "random order" -- You can check/change this setting by clicking on "Commissioner Tools" at the top/right hand of the league home page.
2) Yes, theoretically, the commish can have the first pick. Inside of commissioner's tools there is a setting that allows you, as commish, to set the draft order as you see fit.

No as a commissioner in a fantasy league myself the commissioner has the option to choose a draft order by selecting slots for each teams, which he could put his team as the first pick. Or he cand randomly select a draft order which happens 30 prior to draft.

No. It is randomly ordered about 30-45 minutes before a live draft. All players have an equal chance at all of the picks.
