Supreme Court. I learned all this in We The People last year. It was a study of the government and it was so much work. You had a group of four students and you wrote a six minute presentation on whatever your subject was and then you did this whole program...to make a long story short it was intense and I learned a ton. But the answer is the Supreme Court.

Anybody can "declare" laws to be unconstitutional. I can stand on a mountain top and proclaim that the federal minimum wage law is unconstitutional. But hardly anybody else would listen to me and give me any credit.
The judicial branch is the entity whose proclamations are treated as authoritative.
