Yellow. For once, I actually answered the question!
One good thing about the color system: it is a shorthand for law enforcement and other people, telling them what steps to take and what not to take. Rather than put together a long, long list - put x number of additional police on patrol, authorize x amount of overtime, etc. - I believe federal, state and local authorities just set up lists in advance of levels of readiness. So now, these people know what to do in advance for each level.
The program was not explained at all well to the public, that's for sure.
I'm also aware of the suspicions that the threat is elevated to create fear and deflect attention from administration misdeeds. I disagree. I could say more - a LOT more - but I'll save it for now.

The terror level is now at -2. The republicans will raise it to +200 when we are close to the presidential election next year.

I had to pick my sister up at the airport the other day and the recorded voice kept saying that the terror threat level was at orange. :)

Don't forget Force protection Alpha stateside on all military bases and Bravo on bases overseas.
Plus all US citizens traveling to Germany are encouraged to register with the consulate in case of an emergency.
