I have a little 90 year old house on a huge lot in a my city's hottest neighborhood. The lot can't be split. And being in the historical district I can't just tear the house down cause I want to. But the lot bare is worth more than the lot with the house on it. Any legal ideas?

I would contact a Real Estate Attorney in your area or start a petition. It doesn't make sense that improvement wouldn't be condoned on your property, especially if it's in a hot neighborhood.

Try the town zoning authority. They might help; otherwise contact a local real estate atty about having city council give permission to condemm

Contact the building authority or the board of health.

I have heard of some run down homes in a good area mysteriously catching fire, although I would not advocate this. I'm just saying it has happened.

just start allowing all the neighborhood stray cats into your house...feed them, but don't provide any litter boxes...eventually the house will be labled "House of Horrors" and the city will tear it down.
