Williams, AZ is the closet city....closer than Flagstaff.....the train that runs up to the canyon departs from Williams, AZ

Very good question! Well, I think it's all unincorporated area, probably designated as a National Park or a National Monument, BUT if it were IN a city, it would probably be the record for DEEP IN it.
