The problem with your question is the part where you say no one "seems to own" the land. If you do a full title search and find that no one owns actually the land - something that is relatively unlikely, then you would have to research the law of your jurisdiction on homesteading.

Also note that 'no man's land' is normally used in a different context: either disputed territory that neither side wants to occupy until the dispute is resolved, or the land between border posts of neighbouring countries.

I'd assume that if it's not privately owned or isn't classed as "common" then the local authority owns it . Also, you might look at any local gentry that may have land rights concerning the area.
