abot things which are really petty, she even called the rspca cos my rabbit got in her garden, and they do evil sly things to me like cut my telephone wires in the middle of the night, at my church they said she has something wrong in her past happened to her, cos of her constant complaining watches me go in and out, what do you think , it really gets me down at times

It's depressing but some poeple actually prefer to have conflict going on. They have an unfair advantage over the rest of us that want to cooperate.
I think you have two options - 1) get meaner than they are and escalate the antisocial behaviour beyond their tolerance - but they are probably better at it than you.
2) get deeply into the Christian thing and be outrageously kind to them. "Heap coals of fire on their head." You get to keep your integrity, and it drives them nuts when they can't stop you being loving towards them.
Anything between the two extremes doesn't work since they don't want peaceful coexistence. I don't think I need to say which I recommend out ot the two. Good luck!

really though, it would get anyone down. I think she probably has had something awful in the past but that doesnt excuse this behaviour. seek advice from someone. either the cab or someone else impartial.

id go to the council about her.
unless you have given her something to complain about such as loud music, constant shouting, banging doors, distruptive or vandalism she cant really do anything about you. so the council cant and wont do anything about her complaints. she also needs evidence or other neighbours complaining over the same thing.
you also get nosy neighbours that twitch curtains everywhere you live. if that bothers you ask her why she watches you and if she can stop it as it worries you.
let her complain. like i said unless you are a neighbour from hell the council wont do anything.

If she is cutting your phone wire call the police that is harassment. if you catch her watching you coming or going from your house give her a big wave and say hello that will drive her nuts

Sometimes neighbors can really get on my nerves, too...But I try to ignore their behavior...They are too silly...
