Well minnows chances of winning the game is very less.
But just think like in this way, if they have any chance to win the game against a stronger opposition, that would be most probably possible if they can bowl the opposition cheaply as possible and then try to reach that total. If an opposition gets bowled out cheaply then the chances of bowlers stoping minnows to reach that total would be much less as compared to chasing the total which is done by strong batting against weak bowling attack.
As same thing has happened in the two upsets we have seen, ireland bowled pakistan cheaply and chasing the target succesfully and bangladesh bowling out india cheaply then reaching to that total, their indian bowlers cant do much as they had limited 40 overs from genuine bowlers to bowl out bangladesh, but if it would have been india chasing then they wont have lost as they know the batsmen need to get that total to reach super8s.

The decision whether to bat first or second is taken by the captain of the team depending upon the condition of pitch and climate. Some side would want to bat second as they know what is the total they have to achieve instead of setting the target by batting first.

I think your guess cab be right too but there is one more reason. The minnows they know they won't easily have a chance to play big teams again so they want to see their favourite players playing, even against them. Like Bermuda captain who was so keen to see little master Tendulker batting.
