I've never heard of a pro-war petition, though there may be some historical instance of some insane dictatorship who engineered such a thing.
I doubt any modern government would respond to a pro-war petition because it opens the prosecution of war to the vagaries of public opinion, which could just as easily sway against continued bloodshed if things got tough.
