I'm not sure if this is your problem but has happened to me. I ran my virus scan and had one virus that I couldn't delete. I found out later that it was in my system restore folder. I had to turn off the system restore to get rid of the files, then turn it back on and make a new restore point, without the infected file.

I agree with Dell Tec in part - your AV program is not doing it's job, I would use Nod32, but before putting Nod32 on do a online scan with http://www.bitdefender.com/scan8/ie.html

is the file a part of the System file? if not then you can delete it by booting in safe mode..

go to this site http://ccollomb.free.fr/unlocker/ and download file unlocker. it lets you delete files that are write-protected by removing the file lock on them.
