From what I understand a boutique festival is a festival, music food or other, that targets or segments a particular audience. It is very specific, focuses on quality ... and therefore generally smaller than a festival that appeals to a broader public. Hope that you have fun ... if that is where you are headed!

Sounds like a bit of marketing for a said boutique to me - bit different from sale at the boutique though. Could perhaps be a barrackade of boutiques in all there finary - which I have not heard of before but sounds fun.
