The song is called "Touched". The singer is Rachel Fuller, but it is not on her albums. She sings this on an album called Chimera by the band called Delerium.

When you do a search for Delerium, you find that they are on a few of the "Pure Moods" CDs, so you might want to get one of those if you want to hear other similar artists.
