Bush is very embarrassing indeed, but down through history he does have some company as others have pointed out. One reason I never voted for Bush in the beginning was that electing him is starting on the slippery slope of electing a dynasty (because his father had been President, and his brother was in line) which the US does not need. There were other good reasons I did not like him as a candidate also, most of which have been proved correct. I hope we have the good sense and foresight to not elect another family member of another embarassing President, Hillary, as our next President. Please do not vote for her!
To your point, he is still President because thre isn't a Constitutional means of removing him. He has been so wrong, has appointed some real dummies, has curried political favor in appointments and has embarassed even himself. But he hasn't done anything to warrant impeachment as far as we know in the opinion of most knowledgeable people. What we need added to our Constitution is a provision for a vote of 'No Confidence' (other countries have this), after which the electorate could determine in a free election if they wished to curtail a President's term and have immediate new elections. Practically, even if we had such a function, its use would likely be empowered only by a vote of our representatives, and they would be sure to write the amendment such that only a 2/3 or 3/4 majority could call it into effect. So it would never be used, because one party would always stand solid against removing the President fearing political consequences to them in the future. There should be something that would work!

The US isn't under the Parliament system. Not liking him or having faith in his judgment isn't a reason to remove him. Unlike Clinton he broke no laws. The only good that came from not removing Clinton from office was Gore didn't become President. I wonder if that is the reason they didn't remove him?

I would venture to guess that Nixons antics were more embarrasing. I mean you seem to be under the assumption that everyone believes what you believe. This is not a bash answer. Everyone would say that wiretapping was wrong, and info stealing was wrong. But not all say the Iraq war was wrong.
