You need to learn first Basic HTML, HTML is the language that is use to build Static Web Page. After having a Web Page, you'll need a domain server. Domain server is where you put your Web Page. Upon putting your web page, you'll have to register also the address such as www.(myname).com to view your web page. Usually you'll have to pay a bucks for the domain name.

To have a website you need to a) register a domain which is an anual fee b) subscribe to a web hosting service which is a monthly fee. Some of the better hosting companies will provide you with software to help you build a website. If you go to http://www.dakotawebhosting.com you can register a domain, subscribe for hosting and use the software package called website tonight to build a website.
As far as cost I know they are having a special where you can register a domain for $1.99 when you buy a non domain product so I think you're looking at $1.99 up front and around $5 a month for hosting.

You need two things - a domain registrar and a web host. A registrar will allow you to register a .com (yourname.com) in one year increments. A reliable registrar that I've used for years is namecheap.com. You can register domains via NameCheap for $8.88 a year.
A web host provides server space that allows you to utilize your .com. You will find literally hundreds of hosts online at a variety of price ranges. The trick is finding someone who is reliable. I've used site5.com for over two years now as a reseller. Their private plans are very affordable when compared to others with similar space and bandwidth specs.
99% uptime and 24/7 support and you can host multiple .coms with one plan, which increases the value you receive. They have plans starting at $5 a month with discounts for multiple month purchases (or paying a year in advance.)

Well, it depends on what type of a web site you want/need. If it's a personal one then you can get a cheap web hosting plan (frontserve.com offers plans starting at $9.99/month; http://www.1and1.com offers even cheaper plans)
IF this is geared more towards small-business or intention of turning the personal site into something more then go with a better hostin plan (makes life easier in the long run). I've used http://www.hostmysite.com for all my clients' sites. Although my own site is FrontServe.
