By far the BEST place if you have the time, I buy most of my garden tools at tag sales, flea markets, estate sales and auctions. Sometimes for as little 10 cents on the dollar for new, and I get better quality tools than they make today.
right now I have 8 pick axes/mattocks of various weights and sizes and I probably spent between $2 and $8 for each one.
