I understand that we need rules but things are getting a bit out of control

There is no answer to this question. We have rules but people kill people, steal cars, kidnap children, commit fraud, and etc. I think the real question is how strict to punishments have to be for people to realize. We still barely function as a society.

Freedom without rules, law, or morality is anarchy.
Freedom taken away by force is tyranny.
Freedom bound by the highest morality known to man, which is love, is genuine freedom.

We need only enough rules in order to uphold the morality of love, when rules go beyond love, then it leads to despotism and tyranny.

What is love. See the ten commandments and see the sermon on the mount by Jesus, it begins with a love of God and then love for yourself and your fellow human being.

For example the ten commandments states love in the negative form, "Do not murder" which the opposite is "Always protect and save life."

Two.

1) Love God with your whole heart, mind, and strength.
2) Love your neighbor as yourself.

It's as simple as that.
