I have no idea, but since you specifically asked for CardCaptors and not CardCaptor Sakura (Which has "Catch You Catch Me, but that's only in Japanese as far as I know, and I know that there's a CD with a remix of it available legally known as "Anime Toons vol 1") My guess is that Nelvana gave it the standard name for Cartoon Theme Songs "[Insert Show Name Here](optional 's) Theme Song" As for where to find it? Check the Nelvana website, if they don't have it, the answer is nowhere legal.

You can actually check out Gendou's Anime music and search for Card Captor Sakura. I'm not sure whether they have the English OP you want but they have like most of the CCS songs.
