Any good garden centre, but if you live in the UK you can do what i do. Go along to your nearest Pound land as soon as possible and there you will find a good selection of seeds , summer flowering bulbs, roses, shrubs , and soft fruit canes, you will also find other gardening equipment that you might need. The plants usually need to be potted and brought on in a greenhouse for a while but most of them survive quite well. If you lose 1 or 2 you cant complain for a pound each
Wish you the best of luck.

Try a small family run garden centre as they have more time to spend with you discussing what you are looking for and what will be best in you're area. If this option is not available to you try a general garden centre, there are lots around who will help out, if all else fails try the library and go through books on flowers/ bulbs/garden space, etc: so you know what to go and ask for.

Where in the world are you? Bit late to plant spring bulbs now in UK, you can get some summer flowering bulbs though. Try a good garden centre rather than a big DIY centre. You'll get a better quality.

If you have a local farmer's market that is the best place to go. They're generally a lot cheaper and most of the farmers sell the flowers & seeds that are indigenous to your area.
I've gotten some FABULOUS bulbs at Target - they keep coming back.
Stay away from KMarts and Wal-Marts - they always die.

When it comes to seed, my favorite place, hands down, is the Burpee company in Pennsylvania. Spring/summer bulbs are probably available now (or very soon) in "big-box" stores like Home Depot, Wal-Mart, Target, etc.
