1. Click Start and then Control Panel
2. In Control Panel, if you are in Category View, click on Switch to Classic View (Or just click on Date, Time, Language..)
3. Open Regional and Language Options.
4. Click on the Languages tab.
5. Under Text services and input languages, click on the Details button.
6. Under Installed services, click Add.
7. In the Add Input Language dialog box, choose the input language and keyboard layout or Input Method Editor (IME) you want to add.
8. Click OK twice. You should now see a language indicator in the System Tray (located at bottom right hand corner of the desktop by default). You can switch between different input methods by pressing the Alt + Shift keys

Go to your local computer store and check the keyboards, and see which key does what. On an American keyboard, Shift 2=@.

Your keyboard controller could be blown. that's the chip interior your keyboard that decodes the substantial matrix. If that's the project, the only "fix" is to interchange the keyboard.

Click on Start (bottom left of your desktop) and click on Control Panel, and then double-click on Regional and Language Options.

In Regional Options tab select English (United Kingdom) and change Location to United Kingdom.

In Languages tab, click on 'Details'. Change 'Default input language' to English (United Kingdom) - United Kingdom. (Don't ask me why it says United Kingdom twice.) Make sure that in 'Installed services' that English (United Kingdom) is selected for your keyboard.

In Advanced tab, ensure that English (United Kingdom) is selected as the "language to match the language version of non-Unicode programs you want to use"
