look to scandinavia for good all round.
if you want a country with a challenge, a more heterogeneous country who has had to tackle bigger problems and done well, canada has done well, yes i agree.

look for things like - what state are indigenous populations in?
what do they do with refugees and asylum seekers?
are their prisons full and do they rehabilitate? do they have welfare and are pregnant women encouraged to work, are all people represented in government, etc etc etc......................

SOUTH AFRICA OF COURSE. WHERE IN THE WORLD DO YOU GET A COUNTRY THAT COULD HAVE ENDED UP IN CIVAL WAR IN THE YEAR 1994? BUT INSTEAD WE EMBRACHED THE CUTURAL AND MORAL DIFFERENCES AND ACCORDING TO ME AND A LOT OF OTHER PEOPLE, THIS IS THE COUNTRY WITH THE BEST HUMAN RIGHTS.
