According to a lot of folks (including a Yahoo tech writer), Vista is the second worst operating system ever released by Microsoft. Millenium Edition has the dubious honor of being the absolute worst. Here's a couple of posts about Vista:

I ran vista beta for the past yr on an alternate HDD. I think that it is not only c**p at the moment, but probably any moment to come as well. There are some security enhancements and many nifty cool fun thingamabobs, But many of the thingamabobs can be downloaded in the form of themes and other programs like the sidebar.
If you use your computer for nifty thingamabobs then Vista is the way to go. If you use your computer for computing, save your video, RAM and processing power for more important things. If you have gone through the trouble of speeding up XP by turning off animations, and murdering the stupid Clippy the office assistant and Fido the search assistant. Don't get Vista.

I had a computer running windows Me a few years ago....... if you never tried it, Me, was THE worst operating system ever.
before trying any new windows o/s I would wait for about 6 months or a year and see what other people say about it after they have been running it all that time

yes, yes it is
any new o/s needs a few months to iron out the bugs which only show up when it starts being used with various software using multiple applications
