Actually, the movie with the lowest gross ever reported is a 2006 film called "Zyzzyx Road" which played on one screen in Texas for six days. It ran one show per day, at 11:00 AM. In the week that it played, the movie earned $30. Two of the people who bought tickets were crew members. The director refunded their money, so technically the film only earned $20.

That's a hard one, as it is a ratio to box office vs budget. Cleopatra definitely went over budget and bombed. Another famous fiasco was Heaven's Gate. Also, Cutthroat Island bankrupted a studio (Carolco).
