Never, goldfish don't become pregnant. The females lay unfertilized eggs, then a male sprays his milt (sperm) over them to fertilize them.

About 3 weeks. My uncle had a pregnant goldfish and told us not to annoy it. When the fish was about to give birth to live babies he isolated the fish in a smaller tank and used some kind of thick sticky tape outside the tank to hide the tank so the fish wouldn't be bother by a bunch of kids disturbing it give birth. Unfortunately it didn't work and we watched the mummy goldfish eat it's young to protect them! We still haven't apologised to my uncle but we were only 10! Not that he didn't know it was us malicious kids that caused it........
