First it should be understood that there is a difference in culture, and that does include behaviors and places such as office and other public places. Taking this into consideration there may be differences in how they deal with others depending on who that other person is. Some differences may include race, religion, sex, - and to mention this is not a bias, however more of culture instead.

Even through all of this, normally they are kind people if you get past these other issues. They have a different education if they are educated overseas which is more focused on learning and their system may follow a different thought process. This may be the reason for the difficulty with instructions.

Regarding the mistakes, I have not really met anyone who prefers not to 'cover their derrière' and try to find some way to take the blame away from themselves. No one really likes to make mistakes, especially at work so that they don't lose their jobs.

I recommend patience as far as company policy will allow. This challenge will also increase your ability to work with others by taking the time to find a way to make the different situations work. For example explaining instructions in a different way and asking questions to see how this other person perceives what you are saying, or what has been said by someone else.
