There are many dimensions to the two words "promoting tourism" you have questioned. What exactly do you wish to ponder on in relation to them? Or is it free for all to say whatever one wish to say on them!!

It is a multi billion buisness world wide, and there are some countries, that thrive on tourism like bangkok, sri lanka etc. India is a large country and the govt. needs to make laws, provide better infrastructure and facilities, strengthen the transport system and reduce taxes on luxury hotels and try to provide more budget hotels etc. etc. We have to attract a lot of tourists to get a large piece of the tourism cake.
