The producer pays for everything, and therefore is the big honcho and makes all the final decisions. Or he gets others to pay, and then he has to protect their financial interest, so he makes sure the movie is done properly and money is not wasted.

Honestly, if you want this answered, pick up a good special edition version of an animated film, and check out the documenteries. They explain this pretty well.
In a nutsell, the director is in charge of making sure the film looks a certain way. He works with the writers, the actors and the animators to ensure his vision of the film is what makes it to the screen.
The producer is in a sense, his boss. The producer puts up the money, and hires the people to do what the director wants. Of course, the director answers to the producers, so if the director is doing something they feel doesn't work (say, he wants to make a 4 hour Toy Story 3 with tons of violence and language), they can tell him either to change course or change jobs.
That's it. The director crafts the film, and the producers pay him.

the director is responsible for telling the VO artist what to say, how to say it, what kinda feeling. basically is responsible for everything just like a normal film.
the producer makes sure everything is done on or before deadline, and is pretty much the boss and gets the final say... just like normal films.
