ive been told as from may last year,only disabled persons can use the disable bay.

if your local council has marked the bay as disabled then only disabled persons can use it, tell the coucil your neighbours using it! he/she will get a ticket

Only cars displaying a disabled sticker in the windscreen can use these bays. A traffic warden can slap a ticket on a car using a disabled bay if the sticker is not shown on the windscreen.

if it's marked for disabled parking then it's illegal for an able bodied person to use it

no you neighbour can not use it if they do not have a disabled sticker or badge.
if they do use it i am sure you can report them.

no but anyone who is dis sabled can if you are not using the space if the neighbour parks there he violates your access right

no illegal for an able bodied person to use it phone the police but they will take there time coming
