In the US older Postal employees are civil servants based upon having taken the civil service test before the USPS became semi-independent from the government. After 1971 all new employees became "postal" employees and are covered under the the Federal Employees Retirement System versus the older employees who are still covered under the civil service plan. BTW as of last year all the old civil service employees were eligible to retire but most won't because they haven't reached their maximum level of retirement compensation yet.

No, since the post office was privatised from the royal mail, their employees are under contract to the company

They are by all means civil servants as their department is part of the Ministry of Communications.
