U can format ur PC by the following way.
get a bootable CD, in which some software r avilable like windows 98 , xp , vista, Disk mannager and so on ,
insert this Cd in it run ur PC from CD, when it goes to Ms dos mode , write down there " format c: "
if u insert xp cd u'll find other type of setting ,
u can follow these step easily.

You do not format the computer but its hard disk. If you are using win 98 or XP , click start -) run , give command cmd with whcih dos command will open, give command format : drive name c or d and press enter :the given drive will be formatted. Format will erase all the existing data from your disk.

create a bootable floppy disk and after booting from floppy disk u can format the disk

go to DOS then type format C:

click on mycomputer icon...wil open drives C , D ,E drives just right click mouse ...click on Format.. then ok
for each drive u can follow like this...but dont do for C drive in this O.S there . .

you could use your recovery cd's or use the disk manager tool in windows
