The old AMD ones did but 'NOT' the new ones for the past few years.
Right now Intel core2duo is in the lead

The AMD CPU type, such as 3200+, is their MHz assessment of the equivalent Pentium 4. At a given MHz, AMD processors can be faster or slower than one CPU in the Core 2 Duo chip, depending on the application but, on average, the C2D is somewhat faster. On running only one application at a time, an AMD single CPU chip might be a better choice than a lower MHz 2 CPU C2D.

I would not worry about heat unless you are going for top of the range, where additional cooling arrangements might be needed. Top end Pentium 4s and older AMD CPUs did tend to overheat. C2D is the lowest heat dissipater. Modern CPUs are unlikely to be destroyed if they get too hot, the first step will be a slow down in MHz and finally there will be an automatic power off.
