no most mobiles you cant block incoming calls although on some you can block incoming texts, call your network provider report it as nuisance call, if you know the number calling great they can deal with it quite fast if not it will take some time, if it becomes really bad your network will usually offer 1 free number change if that is an option, if abusive or harrasment you can contact the police i was having abusive text messages and the person was done for it

It doesnt really matter what phone you have. You need to ring your network provider and tell them the number you want blocking. If you dont know it, the network provider should be able to trace the number.
